Beginning, the department was to set an example for the entire country. Soon many other states jumped into the bandwagon by starting their own lotteries. However, Kerala State Lotteries remains atop all of them, thanks to its credibility, and its effective measures for agents’ welfare. Starting with just one lottery, the department now rolls out six weekly lotteries viz. Kairali, Periyar, Haritha, Bhagyathara , Chaithanya and Soubhagya and six bumper lotteries. The department, which started with a few personnel, now has around 459 employees under its central directorate located at Vikas Bhavan in Thiruvananthapuram, 14 district offices and a Regional Deputy Directorate at Ernakulam. DRAW PROCEDURE:
The department has taken every possible step to make the draw transparent. There is no common venue for all draws. Venues are decided by the department on the basis of consultation with agents and the public. After deciding on the venue, a panel consisting of the MLA (of that constituency) as Chairman, other public representatives, socio-cultural and political persons etc., is constituted to entrust with the job of draw. Venue for the draw and the details of panel members are published before the date of draw, which ensures maximum public participation. Kerala, the gods own country, added another first to its cap in 1967, when a lottery department was setup for the first time in India. The right idea came from the then Finance Minister of Kerala, the late Shri. P. K. Kunju Sahib, who envisioned non-tax revenue for the state, at the same time providing a stable income source for the poor and the common. Within no time, the department has grown throughout the length and breadth of Kerala by contributing to the needful. It had the late Shri. P. K. Seydu Mohammed as its first director, in fact its founder director. The department which came into existence on September 1, 1967, released its first lottery ticket on November 1, the same year. All the printing work is done in government presses. The department has an extensive network consisting of more than 35,000 authorised agents and around 100,000 retail sellers. The government has always given priority for income generation to these lottery sellers and their welfare. But this has not hindered the income generation for the state. In 1967 – 68, the income generated by the department was only Rs. 20 lakhs, with a net a profit of Rs. 6 lakhs. The tickets are printed as books with 25 tickets in each one, in the case of weekly lotteries and 10 tickets in the case of bumper lotteries. These books are then transferred to the lottery department. There it is carefully examined and details of the tickets are entered into the register. The tickets are then disbursed to the District Lottery offices from the lottery directorate and the regional deputy directorate.
